The armed conflict in the northern region of Ethiopia— Tigray—lasted from 2020 until 2022, and resulted in loss of lives, displacement of population, destruction of social and economic infrastructure, and gender-based violence (GBV). In order to restore the living conditions, the Government of Ethiopia and World Bank have partnered on various projects in Ethiopia to support conflict-affected communities and target critical development needs.

With its mandate in project management, UNOPS engaged with different federal ministries to implement seven projects in Tigray region, while also working with specialized implementing partners—UNICEF and UNFPA—to deliver some projects and components. These joint efforts should contribute to restoring access to water, sanitation, health and education services; responding to gender-based violence; preventing, detecting, and responding to the threat posed by COVID-19 variants; restoring and enhancing agricultural production; and improving income opportunities for urban disadvantaged groups.

Response-Recover-Resilience for conflict-affected communities in Ethiopia (3R4CACE) 

Component I: Rebuilding and Improving Access to Basic Services and Climate-Resilient Community Infrastructure

OBJECTIVE

To improve access to basic services and build climate-resilient community infrastructure in conflict-affected areas of the Tigray region through reconstruction of primary schools, health centres and WASH facilities.

Response-Recover-Resilience for conflict-affected communities in Ethiopia (3R4CACE) 

Component II: Improving Access to Gender-Based Violence Response Services

OBJECTIVE

To improve access to multi-sectoral response services for Gender-Based Violence (GBV) survivors in selected conflict-affected communities in Tigray region, in order to prevent, and mitigate GBV risk and create a supporting environment for behavioral change.

Emergency COVID-19 Response Project

OBJECTIVE

To prevent, detect, and respond to the threat posed by COVID-19 variants, through vaccine deployment and campaigns, whilst strengthening Tigray regional state health systems.

Development Response to Displacement Impacts Project (DRDIP) Phase II

OBJECTIVE

To improve access to basic social and economic services, expand livelihood opportunities and enhance environmental management for host communities and refugees in the target areas in the Tigray region.

Emergency Locust Response Project

OBJECTIVE

To safeguard the poor and vulnerable from human capital and asset loss, enhance their access to food, rehabilitate food production systems and livelihoods that have been damaged or destroyed by swarms and strengthen national systems for preparedness.

FSRP
 

Food Systems Resilience Programme

OBJECTIVE

To strengthen agricultural extension and animal health support services through rehabilitation of selected farmer-training centers, strengthening animal health services and to support demonstration of improved agricultural practices.

Implementation of Urban Productive Safety Net & Jobs Project (UPSNJ)

OBJECTIVE

To provide capacity building, institutional strengthening and implementation support to regional and city level government structures improving the income of the urban poor and the labor market inclusion of disadvantaged urban youth.
